A full tear-off down to the deck, an inspection of the sheathing underneath, then new underlayment, flashing and shingles. Tearing off rather than laying over matters: a second layer hides rotten decking and shortens the life of the new roof. If a quote is unusually cheap, this is normally where the money was saved.

Georgia licenses residential and general contractors through the state, and roofing work above a modest threshold generally requires one. Ask for the licence number and check it. A contractor who will not give you one has told you something important.
Ask for a certificate of general liability and workers' compensation cover, issued directly by their insurer rather than forwarded by the contractor. If an uninsured worker is hurt on your roof, that can become your problem.
Most jurisdictions in and around metro Atlanta require a permit for a full roof replacement, and requirements vary by city and county. Your contractor should pull it. If someone suggests skipping the permit to save time, that is a reason to stop.
It should specify the product, the scope, the tear-off, the disposal, the flashing, and the price for replacing decking if rot is found. Verbal allowances become disputes.
There is a manufacturer's warranty on the material and a separate workmanship warranty from the contractor. Most leaks on a new roof are installation problems, so the second one is the one that matters — ask for its length in writing.
